A little of both but more so power.

Power isn't much good if you can't stick it to the ground.
Suspension upgrades are a must.

Subframe connectors!! One of my favorite mods to date.
Underdrive pulley.
$5 smooth baffle from Home Depot

Once you get past those things, you are looking at more involved power mods. Cam, heads, etc...
