VETTING

Is there anything out there I could load into a laptop to view and make minor adjustments (fan on/off, check for rich/lean conditions etc.) to a custom tune that was done by a local tuner. I know that simple hand-helds do not address an existsting program. I'm knew to "Vetting" so bear with me. Thanks for any input!!!
