rear end weirdness

recently had the rear end rebuilt on a 98 ta. went from 2.73 to 3.73. now it feels like the wheels are dragging, [locked up] when backing up.

any suggested items to look at?

If the wheels were locked up - wouldnt the car not move??? You have to explain better. If its one wheel locking up and skidding across the ground do you get a tire mark?
