I'm not much for trans stuff but maybe a converter? Or just build it and be done with it.

Sounds like it time for a new converter/transmission or rebuild.
Sounds like something is slipping in the high RPMs

any codes? is the car misfiring at all? It could be the tranny but I would rule out the simple easy stuff first. If you're getting misfires it'll keep the convertor from locking up but usually it'll lock/unlock.
I'm moving this to the drivetrain area.

If you have no engine braking in any gear there may be and issue with either the OVERUN HUB or the OVERUN CLUTCH This will be noted by the car feeling like its just rolling in neutral even in manual low one and when you gice gas will rev up till it catches up with the gear.

2 weeks ago?? This thread was posted like 2 months ago (maybe there is a lot left out??).
Lockup issues cannot be blamed on the converter if you are running a stock tune. False misfires caused by the change in rotating mass can cause it to not lock as it should.
FWIW mail order tuning could get you squared away.

The converter will not cause no engine braking on downshifts , That would be a mechanical issue with the trans internally
